Work Permit in Mauritius
Professional, self-employed or Young Professional Occupation Permit: discover the options for working and residing in Mauritius.
Types of work permits in Mauritius
The Mauritian regulatory framework provides several permit categories allowing foreign nationals to work on the territory. The system is centred on the Occupation Permit, a unified permit issued by the Economic Development Board (EDB), which replaces the former separate work and residence permits.
Three main categories are available to foreign workers:
- Occupation Permit - Professional: for employees of a Mauritian company
- Occupation Permit - Self-Employed: for self-employed workers and freelancers
- Young Professional Occupation Permit: for young people under 30
Each category addresses different needs and has specific eligibility conditions. The choice of category depends on your professional situation, your age and your plans in Mauritius.
Occupation Permit - Professional
The Occupation Permit - Professional is the most common category for salaried expatriates in Mauritius. It is intended for foreign nationals who have received a job offer from a company registered in Mauritius. The employing company may be a local company or a Global Business Company.
Eligibility conditions
- Job offer: the candidate must have an employment contract signed with a Mauritian company, for a position corresponding to their qualifications
- Salary threshold: the monthly remuneration must meet the minimum threshold set by the EDB. This threshold may vary according to the sector and qualification level
- Qualifications: the candidate must demonstrate qualifications and/or professional experience consistent with the position offered
- Criminal record: a clean police clearance certificate, apostilled or legalised, is required
- Medical certificate: a fitness certificate issued by an approved doctor
Application process
The Mauritian employer initiates the application with the EDB by submitting the candidate's file together with the employment contract, job description and company supporting documents. The EDB reviews the file and issues approval within 4 to 8 weeks for a complete file. Once approved, the candidate can enter Mauritius and commence their professional activity.
Employer obligations
The employing company must be in compliance with Mauritian labour legislation: registration with the Registrar of Companies, up-to-date tax filings, registration with the Mauritius Revenue Authority and the National Savings Fund. The employer is responsible for the alignment between the position offered and the candidate's qualifications.
Occupation Permit - Self-Employed
The Occupation Permit - Self-Employed is aimed at independent professionals, consultants and freelancers wishing to conduct their activity from Mauritius without being attached to a local employer.
Eligibility conditions
- Minimum annual income: the candidate must demonstrate an annual income reaching the threshold set by the EDB, demonstrating the viability of their independent activity
- Registration: the candidate must register their activity in Mauritius, either as a sole proprietor or through a company
- Viable activity: the activity must be clearly defined and economically viable. The EDB assesses the nature of the activity and its potential contribution to the Mauritian economy
- Criminal record and medical certificate: same requirements as for the Professional category
Relevant profiles
This category is particularly suited to international consultants, digital professionals (digital nomads wishing to settle permanently in Mauritius), artisans and creators, and service professionals (legal, accounting, marketing) serving an international client base from Mauritius. The activity may be directed towards the local market, international market or both.
Specific advantages
The Self-Employed OP offers great flexibility: the holder is not tied to an employer and can develop their client base freely. Combined with Mauritian taxation (personal income tax rate capped at 15%, no inheritance tax), this status is particularly attractive for independent professionals with international income. Establishing one's tax residency in Mauritius further enhances these advantages.
Young Professional Occupation Permit
The Young Professional Occupation Permit is a specific scheme aimed at young professionals under 30 years of age wishing to gain professional experience in Mauritius.
Specific conditions
- Age: the candidate must be under 30 at the time of application
- Qualification: a higher education degree is generally required (bachelor's degree or equivalent minimum)
- Job offer or project: the candidate must have a job offer or a clearly defined professional project in Mauritius
- Adapted salary threshold: the remuneration threshold is generally lower than that of the standard Professional Occupation Permit, facilitating access for young talent
Objective of the scheme
This programme aims to attract young international talent and foster skills exchanges. Mauritius, as part of its economic development strategy, seeks to build a pool of qualified young professionals in growth sectors: information technology, fintech, artificial intelligence, blue economy, renewable energy, financial services.
General application process
Regardless of the Occupation Permit category, the application process follows similar steps. The EDB centralises all applications and provides unified processing.
